My journey began in 1981 — not merely as a civil servant, but as a student of people and communities.

When I first arrived in Bidar as a young Assistant Commissioner, I entered a world where many had never seen a woman in administrative authority. What began as curiosity soon transformed into trust.

Over the next 37 years in public service, my mission remained simple: to humanize governance and ensure that policies reach the people they are meant to serve.

From literacy campaigns in Raichur to pioneering women-centric industrial policies in Karnataka, every step of this journey has been guided by one belief — true development begins with empowering women.

The Bidar Chronicles

Where the Journey Began

First Woman Assistant Commissioner

In 1983, Bidar witnessed a historic moment. As the first woman Assistant Commissioner of the district, Ratna Prabha’s arrival challenged deep-rooted perceptions about leadership and governance.

Cultural Transformation

Her approach was simple yet revolutionary — listen first, act second. When conventional wisdom suggested women should be limited to small home-based activities, she insisted on something far more ambitious. Women were trained in furniture making, cane work, and even given access to coffee estates to build real financial independence.

Hundreds of girls named “Ratna Prabha”

The transformation was so profound that hundreds of families in Bidar named their daughters “Ratna Prabha” — a living tribute to the inspiration she represented.

Transformational Initiatives

Women’s Industrial Parks

As Additional Chief Secretary for Industries & Commerce, Ratna Prabha designed the Karnataka Industrial Policy (2014–2019).

This policy introduced the world’s first industrial parks exclusively for women entrepreneurs, creating opportunities for thousands of businesses to thrive.

Literacy Movement

During her tenure in Raichur, she led a large-scale literacy mission that transformed educational access in the region and served as a model for future government programs.

Women Safety & Policy Innovation

She played a key role in implementing programs such as the Nirbhaya initiative and the establishment of one-stop crisis centers to support women facing violence and distress.

Ubuntu Consortium

"I Am Because You Are."

After her distinguished career in public service, Ratna Prabha founded the Ubuntu Consortium to continue empowering women entrepreneurs.

Today, the consortium connects over 15,000 women entrepreneurs across 24 associations, helping them access mentorship, markets, and digital opportunities.

Through this platform, women-led enterprises are expanding their reach beyond local markets into national and global networks.
